How to solve "Permission to use microphone blocked" error?

Chrome can be uninformative at times. When you click the microphone icon, you see a bar at the top asking for permission to use the microphone. Please click allow. If you click deny, you will see this error. 

The solution to this is to

1. Go to chrome://settings/contentExceptions#media-stream [ copy paste the URL into the address bar ] 
2. Remove the block entry against https://dictanote.co
